Policy may constrain an unsigned proposal but never authorizes execution or substitutes for the complete consequence-bound receipt. Before receipt validity, consequence fails closed to read-only proposal, simulation, or deterministic sandbox; live evidence remains gated_pending_complete_valid_bound_receipt. Software deterministically carries out only the exact consequence bound to a complete valid bound PRISM decision receipt from at least two natural-person councilors binding that exact consequence.

One equation generates everything. Not a metaphor. A mathematical constraint.

The Equation

P = phi x nu

On the Riemann sphere S^2, the constraint is P = phi x nu = 1.

P	Flourishing	The product of coherence and viability. The measure of a system's health.
phi	Coherence	Integration, structural unity, meaning, alignment. How well the system holds together.
nu	Viability	Capability, instrumental power, agency, resources. How effectively the system acts in the world.

The relationship is multiplicative, not additive. This single fact has enormous consequences. [S]

The Zero-Factor Catastrophe

Because P is a product, if either factor reaches zero, flourishing collapses to zero -- regardless of the other factor:

A system with infinite capability but zero coherence is cancer. A system with perfect coherence but zero capability is a ghost. Neither can flourish. This is not a philosophical preference. It is a mathematical constraint. [S]

The Inequality That Drives Everything

The AM-GM inequality proves that for any two non-negative numbers with a fixed product, their sum is minimized when they are equal. The equator (phi = nu = 1) is the unique global attractor. Not a choice. A mathematical necessity given the constraint. [E]

Why Multiplicative, Not Additive

An additive model (P = phi + nu) allows compensation: infinite nu can offset zero phi. A viral platform with broken trust could still "score high" if its growth numbers are big enough. The multiplicative model forbids this. The zero-factor catastrophe is built into the arithmetic. [S]

The multiplicative model rewards balance. The additive model is indifferent to collapse. [S]

The Hamiltonian

On S^2, the system conserves a quantity:

H = ln(phi) + ln(nu) = 0    -- when phi x nu = 1

This is the conserved Hamiltonian. The organism cannot create flourishing from nothing. It can only move toward or away from the equator. [S]

Balance B

A third quantity completes the picture:

B = sin(theta)    -- Balance, peaks at the equator where phi = nu = 1

On the sphere, what varies is not P (which is constrained to 1) but B -- the balance between the two factors. B is maximized at the equator and falls to zero at both poles. [S]

What This Means for Design

Every design decision in Skyzai is evaluated against this equation:

• eta = 0 (zero extraction): Extraction reduces nu for participants while increasing nu for the extractor, breaking the balance. eta = 0 keeps the flywheel at the equator. [S]
• Constitutional constraints (K1-K9): These preserve phi. Without them, capability could grow at the expense of coherence (cancer pattern). [S]
• Grace Exit (K4): Target design: ensures no participant would be trapped at a phi/nu ratio they did not choose (frozen claim until reconciliation complete). [S]
• action-control separation: Merging cognitive functions increases nu (efficiency) but destroys phi (integrity). Separation preserves both. [S]

The equation is not a metaphor. It is the evaluation function. Every P-score reported for every organ, every DAV, every signal is a measurement of phi x nu. [S]
