Three Tiers — Titans, Gods, Witnesses

A public-DAV consequence may occur only when at least two natural-person councilors bind the exact consequence in a complete valid bound PRISM decision receipt.
PRISM records and verifies that receipt only; it never serves as council, signatory, authority, or receipt producer.
AI and caste seats stage unsigned proposals only; they never authorize or execute a public-DAV consequence. Constitution or membership adoption establishes constitution and membership only; it does not authorize a later consequence. Policy may constrain an unsigned proposal but never authorizes execution or substitutes for the complete consequence-bound receipt.
Before receipt validity, consequence fails closed to read-only proposal, simulation, or deterministic sandbox; live evidence remains gated_pending_complete_valid_bound_receipt.
Software deterministically carries out only the exact consequence bound to a complete valid bound PRISM decision receipt from at least two natural-person councilors binding that exact consequence.
The framework identifies three tiers of archetypal forces that govern any self-organizing system. These are not metaphors borrowed from mythology. They are structural necessities derived from the equation P = phi x nu. Mythology discovered them independently because mythology is pattern recognition applied to experience.
Tier 1: Titans (Boundary Conditions)
Titans are NOT deployable. They are the pre-conditions that make deployment possible. They define the space.

Key property: All Executive signs are symmetric. Both phi and nu move in the same direction. Brahma expands both. Vishnu holds both. Shiva contracts both.
In Skyzai: the Seven Axioms are Executive-level. They do not execute. They define what execution means. The constitutional invariants (K0-K9) are Shiva: they destroy any transaction that violates the boundary. Nobody deploys Shiva. Shiva is the boundary.
Tier 2: Gods (Deployable Agents)
Gods have mixed signs. One factor increases while the other decreases, or the mix is asymmetric. This makes them operational — they move the system along the equator by trading phi for nu or nu for phi.

Key property: Mixed signs create tension. The tension is productive. Every real decision involves trading one factor for the other. The action-control projection (IS → COULD → SHOULD → AUTHORIZE (a Natural Person authorizes their own typed private act; a Legal Person requires lawful external authority plus the executors required by jurisdiction, with counsel conditional; or at least two natural-person councilors bind the exact public-DAV consequence in a complete valid bound PRISM decision receipt, which PRISM records and verifies only) → EXECUTE (software deterministically carries out only that exact bound consequence) → RECEIPT → REVIEW) is a God-tier operation: it converts raw observation (nu-heavy) into judgment (phi-heavy), authorized execution (nu-heavy again), and review.
In Skyzai: the four organs are God-tier. Circle gathers (Arjuna: +nu). ReFu prices (+phi, imposing probability structure on chaos). APU judges (Krishna: +phi, -nu, choosing one path and foreclosing others). Skyzai executes (Arjuna again: +nu, converting decision into irreversible state).
Tier 3: Witnesses (Pure Observation)
Witnesses neither create, preserve, destroy, nor operate. They observe. Their function is measurement — collapsing the wave function, in quantum terms, or computing the P-score, in organism terms.

Key property: Witnesses have no signs. They do not change phi or nu. They report P.
In Skyzai: the P-score calculation is a Witness function. The Watchman Score in Circle. The LMSR price in ReFu. The Court Deliberation display in APU. None of these change reality. They measure it.
The Structural Necessity
Why three tiers and not two or four?
- Without Titans, there is no space to operate in (no constitution = no organism)
- Without Gods, nothing moves (pure boundary conditions are static)
- Without Witnesses, there is no feedback (operations without measurement diverge)
Three tiers are necessary and sufficient for a self-correcting system.
Titans define the game. Gods play it. Witnesses keep score.
