Settle A round commits everywhere or halts everywhere.
Prove A claim becomes a receipt another party can check.
Route Signals and value move without one silent central switch owning the path.
Phase 0, stated plainly
The first phase rides an adopted consensus rail. External-chain adapters read state; they do not claim ownership over those networks or their consensus.
Kernel packet law
Signal -> Forecast -> Should -> Authorization -> Execution -> Receipt -> Review # protocol contract, not a central service
The Kernel is a conformance contract verified at the edges. It is not a hub every act must route through.
